4.Requirements for Licensing

Applicants must demonstrate suitability ("fit and proper") including ownership transparency and key persons’ integrity, implement robust AML/CTF and safer gambling frameworks, and comply with technical and reporting standards. Mandatory items include policies and procedures for KYC, affordability and source-of-funds checks, player fund protection, incident reporting, and responsible marketing. Integration with Spelpaus (national self-exclusion) is required for online gambling. Technical systems must be independently tested and certified (e.g., RNG, RTP, security), with secure logging and data retention in line with Swedish regulations.

5.License Costs

Application fees and annual supervision fees vary by license type and are often tiered by gross gaming revenue (GGR). Typical application fees range in the SEK 120,000–400,000 band per license type, with annual fees calculated against GGR tiers. Additional costs apply for testing/certification, compliance resources, and ongoing responsible gambling tooling (e.g., self-exclusion, limits).

6.Taxation

From 1 July 2024, Sweden increased the gambling tax to 22% of GGR for licensed operators. Corporate income tax and employer contributions may apply separately. Marketing and bonus restrictions also apply and can indirectly affect effective margins. Always verify the latest tax rules with the Swedish Tax Agency and Spelinspektionen guidance.

7.Time to License

Typically 3–6 months after a complete application. Timelines depend on license type(s), the completeness of documentation, speed of clarifications, and onboarding of technical testing and reporting.

8.Compliance Obligations

Ongoing: integration with Spelpaus; safer gambling measures including deposit and time limits; AML/CTF monitoring and reporting; marketing compliance; regular data/reporting to Spelinspektionen; maintenance of certified systems and change control; prompt incident notifications; internal audit and staff training.

9.Company Formation Process

No local entity is strictly required for every case, but operators must appoint responsible/key function holders acceptable to the authority and ensure Swedish language support for consumers and complaints. Registration for Swedish taxes is required where applicable, along with compliant handling of player funds and secure data processing within applicable data protection rules.
