- Fit and proper: rigorous due diligence on ultimate beneficial owners and key individuals; transparency over ownership and control (Gambling Act 2005; Remote Gambling “General”).
- Substance and control: establish proportionate substance in Gibraltar and maintain effective control and management from Gibraltar, including control over relevant bank and merchant accounts.
- AML/CTF: comply with the Anti‑Money Laundering Code of Practice (remote); conduct risk assessments, EDD and ongoing monitoring.
- Consumer protection & RG: robust social responsibility and consumer protection policies; follow Advertising Guidelines (adults only, truthful, lawful targeting).
- Technical standards: comply with Remote Technical and Operating Standards (RTOS) and use approved test houses.
- Accounts & audit: maintain records and provide audited accounts annually to the Licensing Authority.

6.Taxation
General Betting Duty is 0.15% on the first £100,000 of the operator's gross betting profit on bet receipts in each year. Betting Intermediary Duty is 0.15% on the first £100,000 of the operator's gross profit on betting event revenues in each year. General Gaming Duty is 0.15%. 7.Time to License
<p>Timescales are variable; a high‑quality application covering ownership, control, governance, AML/CTF, data protection and social responsibility can be processed within a relatively short period of time.</p>
8.Compliance Obligations
- Follow Advertising Guidelines and consumer protection rules.
- Maintain effective control from Gibraltar and adequate financing for player funds.
- Comply with the Anti‑Money Laundering Code of Practice (remote).
- Meet Remote Technical and Operating Standards; test products with approved test houses.
- Provide audited accounts annually and maintain proper records.
- Abide by applicable Codes of Practice and respond to regulatory notices/public statements.
9.Company Formation Process
Applicants are expected to establish proportionate substance in Gibraltar and ensure effective control and management from Gibraltar, including control over relevant bank accounts and merchant facilities. Engage early with the Gambling Division to scope structure and operational footprint.
